The Harlingen-San Benito Metropolitan Planning Organization is an organization of representatives from member cities and the Texas Department of Transportation who are charged by the State of Texas, the Federal Highway Administration, and the Federal Transit Administration to oversee the distribution of federal funds within the study area. The study is shown on the following map.

The northern boundary is the Cameron County/Willacy County line, the southern boundary is the Rio Grande River, the eastern boundary encompasses Rio Hondo south to FM 732, and the western boundary roughly follows FM 800.

A Policy Committee makes the decisions of the Harlingen-San Benito Metropolitan Planning Organization. This committee is made up of the mayors of Harlingen, San Benito, Combes, Los Indios, Palm Valley, Primera, Rio Hondo, Cameron County Commissioners from Precincts 3 and 4, the city managers from Harlingen and San Benito, and the Texas Department of Transportation Pharr District Engineer.
The committee oversees the development of the Metropolitan Transportation Plan, which addresses transportation needs and projects for a 25 year planning window in a financially constrained manner (currently from 2000-2025), the Transportation Improvement program (the three year listing of upcoming projects), the Unified Planning Work Program, (the budget of the planning funds for the MPO), and all other transportation related, federally funded projects covered under the Transportation Equity Act for the 21st Century (TEA-21).

HARLINGEN-SAN BENITO METROPOLITAN TRANSPORTATION ORGANIZATION

THE 2005-2030 METROPOLITAN TRANSPORTATION PLAN
 

Every metropolitan planning organization is required by federal law to have a current Metropolitan Transportation Plan. This is a transportation-planning document that outlines the transportation needs within an MPO for a 20-year horizon. The document addresses all modes of transportation: air, water, transit, and of course roads, but it only addresses roads that are classified by the Texas Department of Transportation as collector or above. The plan must be fiscally constrained. This means that there cannot be more roadway projects for an area than there can reasonably be anticipated funding to construct. The Harlingen-San Benito Metropolitan Transportation Plan lists roadway projects in two categories: funded and un-funded. All road projects were ranked based on specific criteria, and anticipated funds were allocated to these projects until the projected funds were distributed. Those projects that did not rank high enough to receive any projected funds are included in the un-funded section of the Plan. Projects must be in the Metropolitan Transportation Plan before they can be eligible for federal construction funds. The Plan is updated every five years, and the process involves significant public involvement. We are currently undergoing the UPDATE PROCESS.

 

The attached map shows the 2005-2030 Metropolitan Transportation Plan for the Harlingen-San Benito MPO by the different types of projects, e.g. rehabilitation projects, new location projects, etc. This map only shows the projects that ranked high enough to be included in the funded section of the plan. A project tables is also included. This table lists all the road improvements anticipated at this time for the Harlingen-San Benito MPO between 2005 and 2030, whether or not they currently have a funding source. Transportation Improvement Program

 

The Transportation Improvement Program is also referred to as the TIP. This is a document that lists which federally and state funded transportation projects will be let for construction within the Harlingen-San Benito MPO during a three (fiscal) year period. The time frame of the TIP includes the current fiscal year and the next two fiscal years. The fiscal year for the Harlingen-San Benito MPO begins October 1 and goes through September 30. When a project is let for construction, this means that the contract has been awarded and the contractor has authority to begin to work on the project. This is not same as the construction date, because there is always preliminary work to perform before construction can begin. In addition to traditional road improvement projects, the TIP includes transit projects and transportation enhancement projects, if funding is received within the MPO area. The attached map shows the MPO boundary, which runs from the Willacy County line south to the Rio Grande River, east to Rio Hondo and San Benito, and the west along FM 800.

The Transportation Improvement Program is amended on an as-needed basis. All amendments are approved by the Harlingen-San Benito MPO Policy Committee and are advertised in the Valley Morning Star and the San Benito News. Public comments are always solicited and welcome. PROJECT STATUS REPORT
 

The following is a status report of transportation projects within the Harlingen-San Benito MPO area. The report is divided into two sections and is provided by Mr. Arnold Cortez, the Texas Department of Transportation engineer for this MPO. The first section covers Construction Projects. This lists the status of on-going projects: the cost, the contractor, a brief project description, the percentage of completion, and the percentage of time used (of the scheduled amount of time). The second part of the report lists the Design Projects. This describes the status of projects that TxDOT (the Texas Department of Transportation) has authorization to work on, such as completing the engineering, acquiring any right-of-way, permits, etc. If you have any questions about a project on this report, please call Mr. Cortez at (956) 399-5102 or write him at P.O. Harlingen Express

 

                                                        

The Harlingen Express is an Urban Demand-Response System providing curb to curb service for residents in the City of Harlingen, Texas
It is a transportation system requiring 24-hour advance notice.  It primarily services the elderly and persons with disabilities.  This system  services  the general public, however, only on a space-available basis.

 

The Harlingen Express can transport customers to and from medical facilities, shopping centers, and other business locations within the city limits of Harlingen.  The service provided is “non-emergency.”  All vehicles are wheelchair-accessible.

 

Note: This service is funded through the Federal Transit Administration’s (FTA) Section 5303 Program and is managed by the Lower Rio Grande Valley Development Council   (www.lrgvdc.org)

 

Schedule/Fares:
Service will be provided on Mondays, Wednesdays, & Fridays from
7:00 am to 6:00 pm, and Tuesdays and Thursdays from
8:00 am to 6:00 pm and on Saturdays from 8:00 am to 2:00 pm.
