The regular meetings of the Commission are held on the first and third Wednesdays of each month at 5:30 p.m. in Town Hall at City Hall, located at 118 East Tyler. The City Secretary is appointed by the City Manager and holds office until removed by the City Manager. The City Secretary shall not be indebted to the City, shall not hold any public office of emolument, except the office of Notary Public, and shall not have interest in the profits or emoluments or any contract, job, work or service for the City nor any interest in the sale to or by the City of any property, real or personal. If he/she ceases to posses any of the qualifications herein required he/she shall forthwith forfeit his/her office. The City Secretary attends every meeting of the City Commission and keeps accurate minutes of the proceedings thereof in a book to be provided for that purpose and engrosses and enrolls all laws, resolutions, and ordinances of the Commission, keeps the corporate seal, takes charge of and preserve all books, records, papers, documents and files of the Commission, thereby serving as the City's Records Management Officer: administer oaths, countersigns and attests contracts, and other legal instruments when executed by the authorized officers of the City; serves as the election official for all City elections. The City Secretary performs other duties as may be required of him/her by law, ordinance, resolution, the City Charter or direction of the City Manager including but not limited to: issuing permits or applications for carnivals, circuses, itinerant vendors, solicitors, taxicabs, beer and liquor/wine. All Public information requests are submitted to the City Secretary and processed according to the requirements of the Texas Open Records Act. Proclamations and awards of special recognition to citizens/individuals are processed and prepared through the City Secretary's office. The City Secretary's office also maintains current and up-to-date listings of all City Boards and Commissions and advises the Mayor and City Commission of any appointments that are pending. The City Secretary acts as recording secretary for other governing bodies such as the Development Corporation of Harlingen, Inc., the Utility Rate Review Board, and the Harlingen/San Benito Housing Finance Corporation. |
