PUBLIC IMPROVEMENT ASSESSMENT DISTRICT:
The Public Improvement Assessment District shall oversee and coordinate the Downtown Revitalization program, levying an annual assessment of all property in the target area except for non-profit owned or 100% residential structures.
Membership:
The Public
Improvement Assessment District is created with twelve (12) members with the
Mayor and each Commissioner having two appointments. Each appointee must be
an owner of real property paying an assessment or a representative of an
owner or a tenant of real property within the Public Improvement Assessment
District. The appointees shall serve a term concurrent with the Mayor or
Commissioner who made the appointment. All members of the Board shall be at
least eighteen (18) years of age. The Board members shall choose from among
it membership a chairman who shall not vote except when necessary to break a
tie. Any member of the Public Improvement Assessment District who fails to
attend three consecutive monthly meetings shall forfeit such position. The
Board must have a quorum consisting of a least seven members for official
action. The Board shall meet not less than once a month to develop and
implement a Revitalization Plan.
