City Departments

Parks Division is responsible for the planning, procurement, and development of park land and facilities.  This department provides the care and maintenance of all City-owned parks.  Includes in the park inventory are approximately 556 acres of park and recreational facilities.  This division also maintains public building grounds.  In addition, the department provides for the preparation of recreational facilities such as baseball, softball, soccer, and football fields.  It constructs park restroom facilities, irrigation systems, park shelters, fences, playground equipment, and other park-related construction activities.

HARLINGEN CITY PARKS:

VICTOR PARK
Location:  The intersection of U.S. Hwy. 77/83 and "M" St.
Amenities:  40 acres consisting of 5 lighted baseball/softball fields, 6 lighted tennis courts, playground equipment, park pavilion with barbecue pit, covered picnic shelters, soccer/athletic fields, restrooms, and the Victor Park Aquatic Center.   Access to Arroyo Hike & Bike Trail on sidewalk along Highway 77/83 access road.

PENDLETON PARK
Location:  The intersection of Morgan Blvd. and Grimes St.
Amenities:  47 acres consisting of 18 lighted tennis courts with pro shop (HEB Tennis Center), park pavilion with barbecue pit, playground equipment, 6 little league baseball fields, scenic pond with freedom fountain, picnic tables, and restrooms.

HARLINGEN SPORTS COMPLEX
Location:  3139 Wilson Rd.
Amenities:  80 acres consisting of 4 lighted softball fields, 8 youth baseball fields (4 lighted), 2 soccer fields, fishing pond and pier, 2 basketball courts, playground, handicap accessible playground, one mile jogging/walking trail, covered picnic shelter, park pavilion with barbecue pit, and restrooms.

DIXIELAND PARK
Location:  2501 S. Dixieland Rd.
Amenities:  20 acres consisting of a playground, 9 hole disc golf course,  park pavilion with barbecue pit, lake, and restrooms.

LON C. HILL PARK/FAIR PARK
Location:  Lon C. Hill Park  (Across from the Harlingen Municipal Auditorium Complex)
Amenities:  73 acres consisting of playground, covered picnic shelters, barbecue pits, 2 basketball courts, volleyball area, hummingbird and butterfly garden, and the Lon C. Hill Aquatic Center.

RANGERVILLE PARK
Location:  1101 Rangerville Road
Amenities:  24 acres consisting of a playground, 3 soccer/athletic fields, .75 mile jogging trail, park gazebo with barbecue pit, and restrooms.

HUGH RAMSEY NATURE PARK
Location:  1000 Block South Loop 499
Amenities:  54 acres of wooded park land includes nature trails, observation blind overlooking the Arroyo Colorado, and restrooms.

ARROYO PARK
Location:  Intersection of New Hampshire St. and Hale St.
Amenities:  29 acres consisting of 2 baseball fields, 2 soccer fields, nature trails with scenic overlooks of the Arroyo Colorado, playground, volleyball area, covered picnic shelter, and restrooms.  Access to Arroyo Hike & Bike Trail.

C.B. WOOD PARK
Location:  Harding Ave.
Amenities:  9 acres consisting of a playground and covered picnic shelter.   Access to Arroyo Hike & Bike Trail.

LT. GEORGE GUTIERREZ JR. PARK/LA PLACITA
Location:  500 W. Harrison St.
Amenities:  2 acres consisting of picnic areas, benches, playground, and bandstand.

MCKELVEY PARK
Location:  1325 S. 77 Sunshine Strip
Amenities:  11 acres consisting of playground, and picnic areas.  Access to Arroyo Hike & Bike Trail.

CITY LAKE PARK/LIBERTY GARDENS
Location:  410 '76 Drive
Amenities:  7 acres consisting of jogging/walking trail, lake, and meditation garden.

WINDSOR PARK
Location:  Intersection of S. 77 Sunshine Strip and Filmore St.
Amenities:  2 acres consisting of playground, covered picnic shelters, and barbecue pits.

HUNTER PARK
Location:  Intersection of 3rd St. and McGregor St.
Amenities:  2 acres consisting of playground and picnic areas.

VESTAL PARK
Location:  501 La Fayette
Amenities:  Multi purpose fields including soccer and baseball.  Bathroom facilities.  Under construction (April 2005).

 

ARROYO HIKE & BIKE TRAIL

Location:  Can be accessed from McKelvey, Arroyo, C.B. Wood, and Victor Parks.  Ten foot wide asphalt trail, 2.1 miles long.   Open from sunrise to sunset.


PARK PAVILION RENTAL

Four park pavilions and one gazebo picnic area are available for rent.  The pavilions are located at Dixieland, Victor, Pendleton, and Sport Complex Parks and the gazebo is located at Rangerville Park.  These facilities are equipped with picnic tables and barbecue pits.  Ideal for family get togethers and other special events.  Please call the Harlingen Parks and Recreation Office at 956-427-8870 for more information.

AMENITIES:

The rental area is the space and facilities within the fence.  This includes the covered pavilion, picnic tables and benches, a bar-b-que pits, water hook-up, lights, and electricity (outlets).  The renter must clean up after use.  The key fits the locks on the pavilion gates and restroom gates.   The restrooms are not part of the rental agreement and are available to the general public.

PAYMENTS/REFUNDS:

Down Payment is $20.00.  If contract is for less than 30 days in advance, the full amount must be paid at time of reservation.  Balance is due 30 days before reservation date.   Cancellations with 30 days written notice will receive full refunds.  The City will retain the down payment on cancellations of less than 30 days written notice.   The Key Deposit will be refunded provided all locks are in place, there are no damages to the pavilion or its furnishings, the pavilion area has been cleaned up, and all rules have been obeyed.  All refunds will be mailed by the Finance Department.   Processing of refund checks may take up to ten (10) working days.

MUSIC:

A. NO CONCERTS ALLOWED AT ANY PAVILION.

B.  At Pendleton Park, Dixieland Park Pavilion, Victor Park Pavilion, Sports Complex Pavilion, and Rangerville Park Gazebo, music and dancing shall be permitted until 10:00 p.m.

ALCOHOL:

Alcoholic beverages are allowed only within the fenced enclosures of the pavilions as part of the pavilion contract.  Sale of alcoholic beverages is specifically prohibited.  NOTE: STATE LAW ON ALCOHOLIC BEVERAGES SHALL BE OBSERVED.  THE LESSEE SHALL BE RESPONSIBLE FOR SEEING THAT GUESTS ARE NOTIFIED OF CURFEW.

OTHER:

Pavilion shall be closed by 12:00 Midnight.
No glass containers of any kind are allowed in any City park.
