Our Mission : To assist in the creation and development of a viable community through superb customer service, community outreach, partnerships in economic development, affordable housing and social service agencies.

The Community Development Division is responsible for the administration of two HUD formula grant programs: the Community Development Block Grant (CDBG) and the HOME Investment Partnerships (HOME) programs. The CDBG and HOME Programs provide the City of Harlingen with an opportunity to develop viable communities by funding activities that provide a suitable living environment, create decent affordable housing, and provide economic opportunities to/for low and moderate-income households. Funds are awarded to carry out a wide range of housing and community development activities directed towards neighborhood revitalization and the improvement of community facilities and services.

The City of Harlingen has recently partnered with the Community Development Corporation of Brownsville (CDCB) to provide affordable housing opportunities in Harlingen.  CDCB is currently accepting applications on behalf of the City for down payment assistance, closing cost assistance, and gap financing from persons interested in building or purchasing a home within the city-limits of Harlingen. Assistance may be available in form of deferred zero-interest loans.

Do you own your home? Are you property taxes paid? Are you elderly, disabled, and/or low income? Do you lack the financial means to repair your home?
The City of Harlingen Community Development Block Grant (CDBG) Program is accepting applications for their Housing Rehabilation/Reconstruction Program which provides loans, and in some cases, grants, for eligible low to moderate income owner occupied homeowners within the Harlingen city-limits. Applications are accepted Tuesday through Thursday, 9:00AM to 11:00AM and 1:30PM to 4:00PM, at the Community Development Department located at the Lon C. Hill Building, 502 E. Tyler, Harlingen, Texas. You may call (956) 216-5181 for more information.
This program is funded in whole or part through the U.S. Department of Housing and Urban Development (HUD).

¿Su Casa Necesita Reparaciones?
¿Es usted dueño de su casa? ¿Estan pagados los impuestos de su propiedad? ¿Es mayor de 62 años, discapacitado, y/o de bajos recursos? ¿Le faltan los medios económicos para reparar su casa?
El Programa de Subsidios Globales para el Desarrollo Comunitario de la ciudad de Harlingen está aceptando solicitudes para su Programa de Rehabilitación/Reconstrucción de Vivienda que otorga préstamos y, en algunos casos, subvenciones para propietarios elegibles de bajos a moderados ingresos que ocupan su vivienda dentro de los límites de la ciudad de Harlingen. Las solicitudes se aceptan Martes a Jueves de 9:00 - 11:00 de la mañana y de 1:30 - 4:00 de la tarde, en el Departamento de Desarrollo Comunitario ubicado en el edificio Lon C. Hill, 502 E. What is Section 3?
Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood improvement, and individual self-sufficiency.
The Section 3 requirements stipulate that local low-income persons and businesses that substantially employ those persons receive priority consideration for a percentage of new training, employment, and contracting opportunities that are created from certain HUD funds.
If your business meets one of the following criteria, you may be eligible to receive priority consideration when bidding on certain HUD-funded contracts or subtracts:
  1. 51% or more is owned by Section 3 (public housing residents or low and very low-income persons who live in Harlingen/Cameron County) residents; or
  2. at least 30% of full-time, permanent staff are Section 3 residents (or were Section 3 residents within the last 3 years); or
  3. evidence of a commitment to subcontract 25% or more of the total dollar amount of all subcontracts to businesses that meet one of the criteria above
